The Chhattisgarh police continue to grapple with the persisting reluctance among its officers to discharge duties in Maoists-infested areas mainly in Bastar, south Chhattisgarh. The post Dantewada attack has again brought into focus such aversion shown by several cops.
With every transfer orders issued, the 'deterred' officers swing into action seeking cancellation of their new assignment or plead the seniors to keep the order in abeyance on various pretexts. The state police headquarter (PHQ) too gets scores of applications by the policemen who are asked to move to Maoists dominated areas.
Upset with the unwilling attitude of their officers, a strict directive was issued by the PHQ to relieve the officers from their present posts without any delay and further to report back on the compliance of its order.
The apparent political clout and alleged backing from top bosses helped many in the past to get the transfer orders revoked or they found relatively safer areas.
The Chhattisgarh Director General of Police Vishwaranjan had written a letter addressing the cops that this is not the occasion for the police in the state to fear the Maoists but to take effective action against the rebels.
Almost simultaneously the instruction was issued by the PHQ to act upon transfer orders.
"We asked district superintendents of police to immediately relieve their officers who were transferred. Over three dozens are told to join their new postings," R K Vij, the state police spokesman told Hindustan Times.
During March this year, around forty officers including few additional superintendents of police (ASPs) and many deputy SPs and inspectors were asked to take on new responsibilities. Around 36 of them didn't comply with their transfer orders.
"We are facing shortage of officers in Naxal areas so to meet the existing vacancies the cops are asked to join immediately. Presenty 40 DSPs selected by the PSC are under training but we are still in need of more," Vij said.
From now onwards whatever the justifications against the transfer, it would be heard only after the officer abides by the directives, Vij added.
The message appeared stern for those remaining disinclined – 'enough is enough'.
A police officer in Dantewada told that usually such strictness is followed after every major attack by the ultras.
"I hope the PHQ remains firm in future as well," he said.
The sources in state PHQ say that nearly 150 police officers who were transferred during the past few years did not join their duties in areas affected by red terror. Among these over 100 managed to get their transfer orders withdrawn and interestingly as many as 30 did not comply. But actions were taken against just ten of them as others managed to justify with their explanations, the sources informed.
In Bastar alone the vacancies of 4 DSP, 30 inspectors and 190 sub-inspectors exists. The Chhattisgarh police has evolved its transfer policy under which ASP, DSP and police inspectors have to compulsorily work in Maoists influenced areas for atleast five years and sub-inspector for minimum of 10 years.

Delhi belongs to all of us: Chidambaram
Addressing a gathering after inaugurating the Dr. Shyama Prasad Mukherjee Civic Centre here, Chidambaram said: " Delhi belongs to all of us. We have a great country. We must be proud to have a great national capital."
"And, a great national capital city, should have a very good civic administration," he added.
Chidambaram congratulated all elected representatives and staff of MCD for working together to realize their dream of having a civic centre.
"We are truly proud that all members and other staff have shown the result of working together, he said.
"They have shown that if we set our mind we can do anything," Chidambaram added.
He laid stress on the need to improve and maintain quality in every field of work, especially in infrastructure development.
"Hands of quality should have a touch on every work we do. When I mean quality, it's world class quality," Chidambaram said.
"Our schools, hospitals, civil lanes, water supply, roads, parks, everything should be of world class quality, " he added.
Chidambaram further said that when an administration builds world-class infrastructure, people would proudly accept ownership of them.
"When we build world-class quality infrastructure people will be proud of it. Look at our metro, people own it, because its world class.If the stadiums which are being built for the upcoming Commonwealth Games are of world class, then people will proudly accept that," Chidambaram said.
"World class infrastructure will be monuments of the modern age and will be their forever, he added.
The Civic Centre is a complex of multistoried buildings, which comprises of four six-storey building blocks
and one 28-storey tower block.
The complex is functionally segregated into distinct zone of institutional and commercial office activity with about 50 percent of the space designated for institutional activity and 50 percent of the space designated for commercial activity.
The institutional activity proposed for the complex includes offices of the MCD.
The legislative and executive wing of the top hierarchy of MCD would occupy two of the six storeys and half of the twenty-eight storey tower block.
Commercial office and cultural activities have been proposed on the remaining area.
One six-storey block would host different cultural activities and the reminder floor space; half of the twenty eight-storey blocks and one six-storey block would be available as commercial.
The cultural block would incorporate a 1000 seater auditorium, a 1,20,000 volume library, 2000 sq. m of art gallery, a museums and a 1500 person capacity banquet hall.
Areas for restaurants, banks, communication center, travel agencies and other support services would also be provided within the complex.

"Our schools, hospitals, civil lanes, water supply, roads, parks, everything should be of world class quality, " he added.
Chidambaram further said that when an administration builds world-class infrastructure, people would proudly accept ownership of them.
"When we build world-class quality infrastructure people will be proud of it. Look at our metro, people own it, because its world class.If the stadiums which are being built for the upcoming Commonwealth Games are of world class, then people will proudly accept that," Chidambaram said.
"World class infrastructure will be monuments of the modern age and will be their forever, he added.
The Civic Centre is a complex of multistoried buildings, which comprises of four six-storey building blocks
and one 28-storey tower block.
The complex is functionally segregated into distinct zone of institutional and commercial office activity with about 50 percent of the space designated for institutional activity and 50 percent of the space designated for commercial activity.
The institutional activity proposed for the complex includes offices of the MCD.
The legislative and executive wing of the top hierarchy of MCD would occupy two of the six storeys and half of the twenty-eight storey tower block.
Commercial office and cultural activities have been proposed on the remaining area.
One six-storey block would host different cultural activities and the reminder floor space; half of the twenty eight-storey blocks and one six-storey block would be available as commercial.
The cultural block would incorporate a 1000 seater auditorium, a 1,20,000 volume library, 2000 sq. m of art gallery, a museums and a 1500 person capacity banquet hall.
Areas for restaurants, banks, communication center, travel agencies and other support services would also be provided within the complex.
The average area of the typical floor in multistoried block is approximately 2800 sq. m and that of a six-storey block is approximately 1000 sq. m.
The configuration of the floor space permits use of one consolidated space or partition into smaller modules.

NEW DELHI: Indian police said on Thursday they were taking seriously a specific US warning of possible attacks on New Delhi shopping centres, an alert that underlines challenges for a city hosting the Commonwealth Games in October.
Threats to sporting events were underscored last week when bombs exploded outside a packed cricket stadium in south India, stirring fears the country may not be able to secure multi-city events involving tens of thousands of players and spectators.
India is also holding next year's cricket World Cup across eight cities.
The U.S. advisory issued on Wednesday spoke of "increased indication that terrorists" are planning to attack some of New Delhi's markets frequented by foreigners. Some of these markets have been bombed in the past.
"Every bit of input is important. We are in a permanent state of alertness, but when we have a specific input we sensitise our staff to any special security needs," said Rajan Bhagat, spokesman for Delhi Police.
Police say the alert underscored their suspicion that security at Games venues may prompt militants to turn to softer targets.
Officials said the basis of the US travel alert was intercepted telephonic messages of Pakistan-based militant groups.
"We are aware of the nature of the inputs the US State Department has," UK Bansal, a senior Interior Ministry official, told Reuters.
New Delhi and other Indian cities are already on high alert, but the specific nature of the U.S. advisory prompted the authorities to hold several security review meetings on Thursday.
Australia and Britain have also issued travel advisories for India.
Security agencies routinely intercept messages exchanged between militant networks, but officials said the highly detailed alert had prompted immediate action, including tighter security.
"We had part of this alert already, and now with the US alert we have activated our forces further, especially in markets," special police commissioner Neeraj Kumar said.
India raised security in the aftermath of a bombing that killed 17 people in western India in February, the first major attack in the country since the 2008 Mumbai attacks that killed 166 people.

Did Bangalore Sex Swami stage-manage his arrest?
Insiders say supporters of Nithyananda, who is confident of securing bail in court today, tipped off CID about his Himachal Pradesh hideout.
While police bask in media glare following the arrest of sex swami Nithyananda, insiders in the godman's camp claim the disgraced guru engineered the arrest on advice of his trusted followers.
"Nithyananda was not hiding from the police or the law, it was the public he feared. He has always been reasonably certain that the charges leveled against him are unlikely to stick in court. Now that the public anger has subsided somewhat, the swami tipped the cops. He expects to be granted bail in court," explained a source close to the Swami.
Nithyananda had been in hiding for a month since a video of his alleged romp with Tamil actress Ranjitha was broadcast by TV channels across the country.
While the district magistrate on Wednesday quashed Nithyananda's plea for anticipatory bail, the high court will hear a petition that seeks dropping of charges leveled against him tomorrow.
Yesterday, Ramnagar Magistrate court quashed Nithyananda's anticipatory bail plea. It is interesting to note that the swami's arrest comes at the heels of the high court's decision to admit a plea filed on his behalf that seeks dropping of charges levied against him.
Sources say that once the high court's admitted his plea, the swami became confident that it would not be difficult for him to secure bail. This is when his supporters are said to have tipped the cops about his Himachal Pradesh hideaway.
Incidentally, a court in Tamil Nadu issued a non-bailable arrest warrant against the self style god man in response to a complaint by K Selvamani, an RSS activist under Section 295 (a) of the Indian Penal Code.
Swami Nithyananda had been in hiding for a month since a video of his alleged romp with Tamil actress Ranjitha became public.
In response, Sriperumbudur District Munsif-cum-Judicial Magistrate S Gunasekhar issued directions to Rama Nagar police station in Karnataka, where the god man's Bidadi ashram is located, to execute the warrant irrespective of whether or not he was available at his address.
The swami is believed to have chosen arrest over surrender so he is in the cops' good books. "The godman hopes keeping the police in good humour because he hopes they will cooperate with him at a later stage," explained the source.
Yogappa, superintendent of police, CID (special enquiry), who is heading the investigative team in the case rubbished claims that the swami's associates tipped them.
"Why do you want to discount our efforts? We traced the swami's phone calls so we could locate his hideout.
Once we were sure, a team of two deputy superintendents of police flew to Himachal Pradesh and arrested him."
HS Chandramouli, Nityananda's counsel, refused to comment on whether the swami's arrest was stage-managed.
"Now that he has been arrested, we are left with no option but to file a bail application. I am certain he will be granted bail."
Nithyananda is expected to be produced in court in Bangalore today.

No talks till Pakistan acts against 26/11 mastermind: Nirupama Rao
Foreign Secretary Nirupama Rao on Thursday said that India was not in a hurry to revive talks with Pakistan and no meeting was scheduled between the prime ministers of the two countries next week in Bhutan - until Islamabad showed some movement in punishing Mumbai terror attack mastermind Hafiz Saeed.
"Dialogue is always useful, especially in the relations between India and Pakistan," Rao told reporters, but added that no formal meeting has been scheduled on the sidelines of the SAARC summit next week.
"The situation has not really changed. We need action in terms of movement on the Mumbai terror attacks," Rao said to a question on whether there was a change in situation from the time that foreign secretaries of both countries met in Delhi Feb 25.
She also said that Pakistan has yet to give any response or feedback on the three dossiers that India handed over at the meeting between their foreign secretaries.
She noted that the "level of infiltration has been a cause of concern in the last few months".
"The infrastructure of terrorism and activities of terror groups operating from the territory of Pakistan is a cause of serious concern," added Rao.

Apple wants its iPhone back
WASHINGTON: A 27-year-old Apple software engineer has been outed as the unfortunate employee of the notoriously secretive company who left behind an iPhone prototype in a California beer garden.
Technology blog Gizmodo purchased the next-generation iPhone from an unnamed person who was also at the Redwood City bar that night and revealed details of how the device came to be in its possession.
Gizmodo editorial director Brian Lam also said Apple wants the phone back.
He published a letter sent by Apple's legal department Monday asking that the device be returned.
"It has come to our attention that Gizmodo is currently in possession of a device that belongs to Apple," said the letter signed by Bruce Sewell, Apple's senior vice president and general counsel.
"This letter constitutes a formal request that you return the device to Apple," the letter said. "Please let me know where to pick up the unit."
Lam also published his reply telling Apple the phone "was burning a hole in our pockets" and Gizmodo would be "happy to have you pick this thing up."
"I'm happy to see it returned to its rightful owner," Lam wrote.
"Take it easy on the kid who lost it," he added.
Gizmodo identified the "kid" as an Apple software engineer named Gray Powell, a 2006 graduate of North Carolina State University.
The technology blog said Powell was sampling the wares at the Gourmet Haus Staudt in Redwood City, about 20 miles (32 kilometers) from Apple headquarters in Cupertino, on the night of March 18.
Gizmodo said Powell forgot the prototype phone, which had been disguised to resemble the previous model iPhone, the iPhone 3GS, on a bar stool when he left the establishment.
His last Facebook update according to Gizmodo: "I underestimated how good German beer is."
Efforts to track down Powell's Facebook profile were unsuccessful on Tuesday although a slew of fake accounts have been created on the social network in his name including a "Drunk Gray Powell" profile and a "My Sympathies, Gray Powell" page.
Gizmodo said the phone ended up with a person who had been sitting next to Powell at the bar after no one else claimed it.
"Weeks later, Gizmodo got it," the technology blog said without providing further details.
Gizmodo also said it held a brief telephone conversation with Powell about giving him back his phone. "He sounded tired and broken," Gizmodo said.
"Knowing how ferocious and ruthless Apple is about product leaks, those beers may have turned out to be the bitterest of his life," the blog said.
The comments section on Gizmodo, meanwhile, was deluged with messages from users urging Apple chief executive Steve Jobs not to fire Powell and criticism of the technology blog for identifying the engineer publicly.
"Releasing his name was uncalled for. Stay class, Gizmodo," wrote Aaron Leibowitz.
According to Gizmodo, features of the new phone, expected to be released later this year, include a front-facing video camera for video chat, a flash and an improved regular camera with a larger lens.

Iceland volcano: Airlines face 'logistical nightmare'
The fallout from the Icelandic volcano will be felt a long time after the ash has settled.
For while the majority of flights may be back in the air by the beginning of next week, it will be many more days before the airlines have got their schedules back on track.
And that means more delayed flights for thousands of passengers, many of whom may be under the false impression that, once the ash clears, planes will be free to fly as normal.
"Airlines face a logistical nightmare," explains Barry Turner-Woods, contributing editor of Airlines World.
Not only will there be a backlog of flights to clear, but planes are stranded across the world in destinations thousands of miles from where they need to be.
Domino effect
Flight schedules are intricate and complex, and the consequences of missing just one flight, let alone hundreds, can be far reaching.
For example, as John Strickland, director of the aviation consultancy JLS Consulting, explains, an Air New Zealand flight from Hong Kong to London was forced to land in Frankfurt.
As a result, it was unable to fly passengers from London to Los Angeles and, of course, will be unable to pick up passengers in Los Angeles and fly them to London.
The domino effect only loses momentum once the airlines can start flying again.
"This is a really big headache, especially for long-haul operators," says Mr Strickland.
"Airlines rely on a carefully-planned sequence of flights. Once the sequence is broken, it is very hard to catch up, particularly on complex routes such as the UK to Asia or Australia."
And as more airports fall under the volcanic cloud, the problem will only get worse, particularly when those airports are international hubs such as Paris and Frankfurt, both of which were closed on Friday.

Mr Turner-Woods believes it will take them four to five days.
"It really depends on capacity - if the flights are full or not," he says. An airline with plenty of free seats will be able to clear the backlog quicker.
Tight budgets
One thing is for sure, he argues: "You won't find any airlines hiring extra aircraft to cover the shortfall."
This is for the very simple reason that they cannot afford to.
"The fixed costs in the airline business are enormous, and they still need to be met," says Tim Coombs, managing director of Aviation Economics.
Large airlines such as British Airways or Lufthansa are losing about £10m a day while their planes are grounded, according to Douglas McNeill, a transport analyst at Charles Stanley Securities.
And most major airlines can ill-afford to charter additional planes at a time when they are struggling to make money.
Short-haul operators, however, should be less badly affected.
"It will be relatively easy for short-haul, low-cost operators to get their schedules back on track," says Mr Coombs.
And there is no way of knowing which passengers will be hit as airlines struggle with the logistics of returning to business as normal.
"Some people will be lucky, others will not," says Mr Turner-Woods.
